Hi,
I have a question about the Ruling of negated effects and unaffected.
I have an Cyberse Link monster on my side of the field and Cynet Refresh in my GY.
For example my opponent used DRNM or Forbidden Droplet this turn. So my Link monster has its effects negated.
Now my opponent activates any monster eff on which i activate Cynet Refresh:
When an opponent's monster activates its effect: You can banish this card from your GY; Cyberse Link Monsters you currently control are unaffected by card effects, except their own, until the end of this turn.
Has my monster (eff negated before) its effects again or are they still negated, because Refresh was activated after they were negated?
How is the Ruling of negated Effects and unaffected eff? Is the order important?
I know that monsters like Raidraptor - Ultimate Falcon dont get their eff negated.

That's also not always true. E.g. if you summon Ultimate Falcon to the field while Skill Drain is face-up, even that Falcon's effects will be negated.
