So this has been an issue for a while, even going as far back as DN. There are some cards on here that are just literally unplayable, because there aren't any ways to resolve the card. For example, Exchange doesn't work at all, and it's one of the most competitively viable cards right now. There's also Cynet Universe, which is also unplayable.
Cynet Universe Issue
You can shuffle the face-down cards in your Extra Deck, excavate the top card, and if it is a Cyberse Link Monster, Special Summon it. Otherwise, return it to the Extra Deck.
Simply put, if you stack your deck, then you're going to land on the card you need. Kinda bad if you're testing a card for consistency.

some cards, like parasite paracide and convulsion of nature, have special extra things they can do if you over over them on the field, or wherever their effect would apply, if normal dueling book mechanics would otherwise make it nightmarish.
have you tried looking for these options? i haven't personally tested exchange or cynet universe, but they certainly seem like they'd have this implemented.
edit: while i cannot test exchange in solo mode, i tested cynet storm in solo mode, and it is working as intended. simply hover over cynet storm while it's on the field, and there should be an option highlighted in green that says 'resolve effect' that will randomly banish a monster from your extra deck.

Cynet Storm is playable. Just like many other cards that have a unique way to resolve, there is a special button made just for these cards if you hover over them. Megamaw mentioned this as well.

As stated above the cards have their own button in their menus and currently work as intended with no glitches so far
