It depends on what internet you're on. For example, I tried connecting to duelingbook on public computers like school/college computers, and it wouldn't let me, while I can connect perfectly fine at home. I think something is blocking duelingbook on your end, like your internet provider is disallowing connections to certain sites, or maybe it's set up so that you can only connect to sites that are whitelisted.

Certain countries like China may also restrict it's citizens from accessing sites like duelingbook, who knows.

It's also possible that duelingbook may be currently down, and that it will be up and running again within a matter of hours. It's one of those two.
