Customs as a tool is fine. If you want a format with clear guidelines on balance and mechanics, then either find a group or community with their own clear set of rules on design/balance, or just play regular yugioh, which already does all of that (yes, even if konami's design choices are questionable at best).
It's been proven time and time again that simply jumping into the customs pool expecting random people to conform to a single set of design/balance rules is unrealistic and is not how customs should be used. The trolls already understand this, which is why they do what they do.
