Punishment table for DB

Allow DB to have a punishment table like DN had, with every rule of the website and the punishment for who break the rules.

This will punish afk, cheat, harassment, trolls and spammers and the site will become better.

The Site Owner will write out the rules & regulations on a table if he feels as if it is necessary.

If you want we would be more than happy to make a table for the Tournament/war scene. We have ruled that we always post with the tournaments when they are announced but always having something to reference too isnt such a bad idea. We'll look into it and see what we decide.
