Have you had a run-in with a judge who felt that you didn't know the rules or the way to play on DB well enough?
If so, they may have set your account status to 'beginner'.
This means that you cannot play in Rated.
I don't know how long this beginner status lasts.

If your opponent doesn't know a rule, which is possible, please help them. Especially in the complicated game that is Yu-Gi-Oh, there's always something that someone doesn't know. I've been able to block people without them ever messaging me, even some that never replied to my status updates.
So if that is all the description says, then the description doesn't list all of the requirements of things the button does.

I don't think there is a button directly in a duel, but it's possible to leave the duel and block someone there.
If someone is really toxic to you, or uses a lot of bad language that you don't appreciate, those could be reason for wanting to block someone.

I feel that blocking should be available at all times, so that users can block others for any reason they feel is good enough.
I have, in the past few days, blocked quite a few people that wrote inappropriate status updates or status replies. This made my main menu somewhat nicer, somewhat cleaner.
