Mystic Mine only prevents the opponent from activating monster effects. The effect of Meowseclick negating field spells is a continuous effect, which does not need to be activated to apply.

I always found it frustrating that Legends can't be used in the side in addition to the Main Deck. Perhaps it would be possible to have a button that turns off the Legends rule for custom rule purposes.
