If you want rated customs make a system for it yourselves.

Judges are volunteers with their own lives they are not paid to babysit. You want more judges then take the judge test or support the site to encourage judges to come back.

Having more judges doesn't solve the issue of those judges having lives of their own to live. You want active judges, donate to the site so they can pay for judges. Or grow a pair and take the judge test yourself.
