Hell, when I volunteer at the church in town to help pass out food, I have to be there before people start showing up to get food to not only help set it up, but to also bring in MORE food that is given out. The rules are very poorly enforced as it is often the people who are not breaking the rules getting punished. This seems like a massive cap.
