Why not just make a rule to ignore the requirement of tributes for the normal summon of Level 5 or higher monsters? By no removal you mean break the game because removal is a fundamental part of the game.

Your version allows watapon to be summoned via your draw phase, which is wrong. Also everything about the Atlantis arc is noncanon and should be ignored

Coding isn't magic. Either suggest a way you can make this work without breaking a bunch of other features or get over the fact people can use your cards.
