Although I am all for this feature being added, I dont feel like level 14+ would ever become a thing, since 13 only exists to be some sort of parallel to number 0 amd it being rank 0.

Then dont deal with them. You're talking as if you are being forced to deal with them. You will always run into good and bad people.
