The ruling isnt going to be consistent as stated by marshie every situation is different. as for overlaying them to perform a link summon I do not think I have seen a single player do this in over 17000 judge calls on the website. You cannot possibly compare misclicks to a player intentionally performing the action then going back to think more. You can when the intent isn't clear.
