If number 4 use his eff to pop an opponent's monster, which ATK is different from his original atk (ex: an equip card or some kind of effects), which will be the damage? Half of the original ATK of the card or half the ATK with the increase/decrease?

Hello everyone, the question is: if I activate a spell card with Shenshen on field and its activation is negated (for example by dragoon effect), the spell card is banished or goes to gy because it never touched the field?
