Definitely yes. However, game is not balanced at all, that is big mistake in design of those and other cards. There shouldn't be roll dice determination of who will probably win, having maxx c in hand or something like that. Some hand traps are just balanced in 1 format and op in another and F&L...

Also I'd like to add here if it could be made both exarion and non-exarion goats at goat format. I am aware that exarion goats without CRV never existed but many players like it as an addition so it would be nice if just there were option like there is for links and no links.

You should be aware that if monster's summon is negated, it was never considered to be on field. Same thing would occur if you negated activation of spell/trap card, it won't be considered to left from field so trigger effects like from kozmotown won't activate. Calamities change attribute on field and prevent activation of monsters of that attribute in their opponent's possession.
