This happened to me today, it really is confusing, it happens to some decks but not all.

Having a set number of monster card types is one thing that keeps customs fair. You making a godzilla theme deck is a bit silly considering there is the type, aqua, sea serpent, reptile, dinosaur and beast, even divine beast if you wished. You can do it, just currently it relies on both players being truthful. Unless of course, you both reveal your whole deck.
